A SENIOR ADMINISTRATION official told NBC News Saturday that U.S. intelligence had picked up an “enhanced amount of activity” in the past several weeks that led to a “cause for concern” that al-Qaida may be planning an operation either in the United States or against U.S. interests abroad.
“There is a real potential for a terrorist attack again,” the official said. “The president has been saying since Sept. 11 that there is a possibility of another attack. America needs to be vigilant.”
The official mentioned increased “chatter” in the past several weeks, including information gleaned from foreign sources of intelligence. The information is “general in nature,” not specific about time, method or place.
Sources tell NBC News that the threat condition remains at yellow, indicating an elevated threat risk for the United States. There has been no change in the threat condition despite the increased activity.

APARTMENTS AT RISK?
The FBI also told NBC that earlier in the week, counterterrorism officials sent an electronic communication to all 56 FBI field offices. It instructed the joint terrorism task forces at all field offices to caution managers of residential properties about a possible al-Qaida terrorist act.
The FBI has learned that al-Qaida terrorists have discussed the possibility of renting U.S. apartments and rigging them with explosives, according to an FBI spokesperson, who said the agency is not sure if this proposed action has ever gone beyond the discussion stage.
The FBI stressed that this is not an official warning. The agency decided to communicate the warning out of caution, not because they believe any threat is imminent.

PAPER: NEW BIN LADEN VIDEO
Separately, a report in Britain’s Sunday Times newspaper said a new bin Laden video showed the Saudi dissident at the start of the U.S.-led coalition’s military offensive against al-Qaida and Afghanistan’s former ruling Taliban.
The 40-minute video, heretofore unseen in the West, was obtained by a Britain-based Islamic news agency from a Pakistani intelligence official who claimed part of the video had been filmed in March, The Times said. If true, the film would be the first evidence that bin Laden survived the coalition assault on the Tora Bora mountain range last year.
Bin Laden is shown discussing jihad, or holy war, with several armed guards, The Times said.
The video includes footage of the destruction of the World Trade Center and footage of Western leaders meeting with Middle Eastern officials, The Times reported.
In the video, bin Laden threatens any country that sides with the United States or Israel.
“The war is between us and the Jews,” The Times quotes him as saying. “Any country that steps into the same trench as the Jews has only herself to blame.”
The al-Qaida leader specifically singles out Britain and the United States in the video, according to The Times.
In a reference to an earlier warning made by al-Qaida spokesman Sheikh Sulaiman Abu Gaith, bin Laden says that if Abu Gaith “specifically targeted Britain and America — this war is not confined to them — it served as an opportunity for other nations to revise their stance.”
The film has yet to be viewed by Western intelligence agencies and the date it was made remained unclear.

AL-QAIDA CLAIMS SYNAGOGUE ATTACK
Israeli, German and U.S. officials have said there are indications that the strike in Tunisia was linked to al-Qaida, the group believed responsible for the Sept. 11 terrorist attacks.

The London-based Asharq al-Awsat newspaper reported Saturday that the al-Qaida network carried out last month’s attack on a Tunisian synagogue that killed 19 people, and plans to soon strike at the United States. The paper, a pan-Arab publication, quoted a man identified as an al-Qaida leader.
The Arab report preceded a story in The New York Times that said American intelligence agencies have intercepted communications among al-Qaida operatives indicating that al-Qaida is developing an operation on the scale of the Sept. 11 assault on U.S. targets, in which about 3,000 people were killed.
Asharq al-Awsat interviewed Abdel Azeem al-Muhajir, whom it described as a “senior military leader” of al-Qaida, in the western Pakistani mountains near the border with Afghanistan. The newspaper did not say when the interview was conducted.

‘CARRIED OUT BY BROTHERS’
Al-Muhajir told the paper that the April 11 truck-bombing of the Ghriba synagogue on the Tunisian island of Djerba “was carried out by brothers in the al-Qaida network.” Fourteen of the 19 victims were German tourists.

A source in Afghanistan told The Associated Press that al-Muhajir is also known as Abu Bilal al Muhajir and is a Palestinian of Jordanian nationality. The source, speaking on condition of anonymity, said al-Muhajir was an al-Qaida member but was a midlevel administrator, rather than a top commander.
Israeli, German and U.S. officials have said there are indications that the attack in Tunisia was linked to al-Qaida, the group believed responsible for the Sept. 11 attacks.

AN OLD CONNECTION
Separately, a U.S. intelligence official who spoke on condition of anonymity noted only that authorities in Germany have long made the connection between al-Qaida and the synagogue attack. He also said that “al-Qaida has made no secret of its desire to continue to attack” the United States.

“News in the coming days will show the continuity, firmness, and determination of this [al-Qaida] group to develop itself,” al-Muhajir said, according to Asharq al-Awsat.
Al-Muhajir was quoted as saying that al-Qaida has regrouped since the Taliban’s ouster by U.S.-backed forces in Afghanistan. Blaming the defeat on U.S. air power, he was quoted as saying al-Qaida and Taliban fighters have come a long way in their training for a “soon-expected fight with appropriate arms.”
He did not elaborate on the weapons to be used but was quoted as saying al-Qaida would give Americans “a more painful hit” than the Tunisian attack.
The newspaper also said al-Muhajir identified the truck driver who carried out the synagogue attack as Nizar Seif Eddin al-Tunisi, a name that has arisen before in connection with the blast, and said he was a member of al-Qaida. Seif Eddin al-Tunisi means “Sword of the Faith, the Tunisian.”

TIMES REPORTS ON MESSAGES
‘There’s just a lot of chatter in the system again.’

a senior Bush administration official A story in Saturday’s New York Times reported that, in the same way last summer’s threats left counterterrorism analysts guessing at al-Qaida’s intentions, “the new interceptions are so general that they have left President Bush and his counterterrorism team in the dark about the time, place or method of what some officials refer to as a second-wave attack. As a result, the government is essentially limited to taking broad defensive measures.”
American officials said they have not been able to fully piece together clues about al-Qaida’s intentions, the Times reported.
“There’s just a lot of chatter in the system again,” a senior administration official told The Times. “We are actively pursuing it and trying to see what’s going on here.”

LINKS TO OTHER BOMBINGS
Al-Muhajir was quoted as saying both bin Laden and Mullah Omar were in good health, “contrary to what is propagated by American and Americanized media.”

A statement published last month in the London-based Arabic newspaper Al-Quds said the Tunisian synagogue attack was carried out by the Islamic Army for the Liberation of the Holy Sites, which earlier assumed responsibility for the 1998 bombings of the U.S. embassies in Kenya and Tanzania. U.S. investigators have long linked the Islamic Army to the al-Qaida.
Saturday’s Asharq al-Awsat article was the second in as many days attributed to senior figures of the Taliban or al-Qaida. On Friday, the newspaper ran what it said was an interview with Mullah Mohammed Omar, the fugitive leader of the Taliban, which ruled Afghanistan from 1996 to 2001.
Both interviews were conducted by reporter Badie Qorhani. According to the Saturday article, Qorhani traveled in a four-wheel-drive vehicle along mountain roads for 12 hours before meeting al-Muhajir in a tent.
Al-Muhajir was quoted as saying both bin Laden and Mullah Omar were in good health, “contrary to what is propagated by American and Americanized media.”
The report gave no indication of how al-Muhajir knew that or when he last saw either man.

@all
