Pentagon blocks non-military, US voters overseas

ISN SECURITY WATCH (23/09/04) - In a troubling revelation earlier this week that bodes ill for the freeness and fairness of US presidential elections in November, the International Herald Tribune exposed a Pentagon decision to block the State Department’s voter registration site for US citizens living overseas. According to the daily, the Pentagon has begun restricting international access to the State Department’s official website through which US citizens can register and vote from abroad. The website has been restricted for some 27 Internet Service Providers (ISPs) in at least 25 countries - including Yahoo Broadband in Japan, Wanadoo in France, BT Yahoo Broadband in Britain, and Telefonica in Spain - according to overseas-voter advocates cited by the International Herald Tribune. The State Department has confirmed the newly imposed restrictions that will keep US citizens using those ISPs abroad from registering to vote, citing hacking concerns. It is widely believed that a large number of non-military US citizens living overseas would vote for Democratic contender John Kerry. A Pentagon spokesperson declined to comment when the International Herald Tribune inquired as to whether any other government websites - aside from the official Federal Voting Assistance Program - had been blocked due to hacking concerns. The deadline for voter registration is 2 October, and while there are other means to register to vote from overseas, the process is much more cumbersome and could take longer than the deadline allows. In the meantime, the Pentagon has stepped up its efforts to mobilize voters at US military bases around the world. According to the Defense Department, the government is taking unprecedented steps to make sure the military votes are counted. “We’ve made a big push,” Newhouse News Service quoted Air Force Lieutenant Colonel Ellen Krenke, a spokeswoman for the Pentagon’s Federal Voting Assistance Program, as saying. “We want to make sure everybody exercises their right to vote.” Analysts believe that the military vote - as well as votes from non-military US citizens abroad - could be crucial in what is proving a very close presidential race.
